The Ferguson F40 has a 2 stage clutch.  Pressing the clutch pedal through
the first stage stops the motion of the tractor but does not stop the pto.
You must press harder to release the second stage and stop the pto.  Some
tractors may have an optional accessory clutch pedal stop attached to the
front support panel of the step plate.  When set, it limits the travel of
the pedal to the first stage and prevents stopping the pto.  On my tractor
the bearings in front of the transmission failed causing a problem.
