[Ford-ferguson] PTO Question

1 of 2 things  the pto clutch is locked up so it wont disengage or the pto shaft has a twist in the splines so it will not slide freely.  your discription of the clutch peddal makes me think it is in the clutch tho...will it go into gear with the engine off?
