[Farmall] Cub 154 clutch

The clutch on my Cub 154 does not seem to be disengaging properly.  It is intermittent.  Sometimes when I push in the  clutch peddle the tractor will keep going for a few feet.  It will stop when I push in the brake hard or sometimes just stop on its own.  Sometimes when I push in the clutch peddle and go to change gears, I cannot get it into another gear.  If I push in the clutch peddle three or four times, then it seems to disengage the clutch.  Other times everything seems to works fine.  I have not noticed a pattern.

Any ideas as to cause and solution?
