Mattias,

Windex is a classic old name in window cleaner.  New versions claim to  
be streak free (that is it does not run down the glass as you spray it  
on and leaves fewer streaks - lines of residue -  as you clean).

Here the pun is on the word "streak" which means to run naked through  
a public place.
