I would have to guess that your resistor is either the wrong one or is 
defective. All ballast resistors are not the same. With the proper 
resistor (at least 3-5 ohms), you should see about 6 volts at the coil, 
not 12. By the way, the resistor should installed in a spot that is 
relatively cool and between the ignition switch and the coil.
