GPS; our son prefers this method for knowing boat speed when trooling for
fish.
Have your friendly law enforcement officer (radar?) check your tractor
speed.
Next choice; time to travel a measured distance (couple blocks).
Next, someone following in vehicle with digital speedometer (need driver
maintaining distance and someone reading speedometer). A tractor towing the
vehicle would eliminate the varying of distance, but is probably illegal in
todays world.
Last, someone following in vehicle with analog thermometer.  Probably just
as accurate is tractor driver and vehicle operator have a beer and
guesstimate what the speed would have been.
