[Farmall] Setback on '40 Farmall A

I would use whatever brand of penetrating oil.  Bit if there is still water 
standing in there, it needs to be dried out first or the oil will never get 
into where it will do any good.  If they are stuck bad, the head is going to 
have to come off anyway.
