HI Garrell,

Having had the tank cleaning job on may antique outboard engines over the 
years, I can tell you that what has worked for me is to first empty and 
remove the tank.  Then put several handfuls of nuts and bolts into the tank 
after removing the outlet fitting and plugging that with a pipe plug.  Then 
use Spic N Span and hot water.  Shake this mess around as vigorously as 
possible and then let it sit for as much as 24 hours, shaking it 
occasionally.  Next, empty out the solution and the n;uts and bolts.  Wash 
the tank out with more hot water and empty.  Look in the tank and you should 
find it clean right down to the bare metal.  If any gunk remains, the repeat 
the process.

Once satisfied, then slosh some denatured alcohol around the tank and empty. 
Don't wait too long before adding fuel, so that rusting can be avoided.
