I would second this info but add one other thing. Use something like a 
headlight bulb for the test light. It will require more amperage to 
operate it and will be a better test for connections. Sometimes a 
circuit can carry the voltage but not the amperage necessary to operate 
the brakes. Like Farmer says: Check the grounds!!!!   Doug T
