Definitely has to come out, there will be sediment most likely up around the top
of it and the passages or ports have to be cleaned.
John Deere's tool for removing the nozzle was basically a mini slide hammer. A
coarse threaded rod screwed up into the nozzle and a small slide weight was used
to persuade it to come out. They can be a real pain to remove that's for sure. A
lot of people fabricate a puller using a coarse sheet metal screw, etc. Sadly,
sometimes the unlightened will have drilled a hole on top of the carb to access
the top of the nozzle and pressed it out. You're then left with an ugly hole,
plugged or otherwise, on top of an otherwise perfectly good carburetor.

Just be persistent and exercise care, it will come out.
