Ben,

Yes, timing is necessary.  I think the Magneto/Governor connects to the
Crankshaft via a single gear, the Camshaft Gear.  There should be two
punch marks between two of the teeth on the Magneto/Governor Gear (33
teeth).  On the Camshaft Gear (66 teeth) there should be a tooth with two
punch marks on it.  You say you didn't notice any marks -- Maybe some
steel wool will uncover them.

I don't recall you saying in previous posts - do you have some good manuals?
