Yes, if the tongue hits the pavement it will probably help stop the
trailer, while at the same time,  possibly cause the trailer to go into
some kind of wild gyration which sends it into the back of your vehicle, or
sideways into another lane of traffic, the shoulder, a bridge embankment,
etc. thus causing you to loose control of the towing vehicle, causing you
to hit another car, the ditch, a bridge embankment, pedestrians, etc. etc.
etc.
