I've used the rubber tarp straps to hold the chains off the ground if 
they are too short.  Just take a short tarp strap, hook in near one end 
of the chain, twist the strap and chain around each other, then hook to 
the far end of the chain so the strap will always be tight.  The tarp 
strap will stretch as needed, the chains aren't twisted around each 
other and nothing drags. 

I have a trailer that if the tongue isn't pretty low, the butt end 
drags, so dragging chains is often a problem when it's loaded.
