The slot was for a mounted cultivator.  When you turned, it shifted the 
front cultivator gangs to compensate.  It wasn't necessary, and made 
them steer really hard.  There was a filler for the hole, but after they 
came out, nobody ever put them back.  The cultivators were mostly 
modified by welding some small clevises to the mounting brackets and 
attaching the linkage to a fixed point. 

I tried to sell one of those cultivators but never got any nibbles, so 
it was a brush patch here and went to the scrappers this summer.
