The 8 thick is a little puzzling, unless it is 8/10 or 8 mm, but the 
rest of the dimensions would be right for dielectric (anti static) 
mats.  Doing a little goggling, I found a requirement for that type mat 
to be used in front of control panels for electrical equipment at gas wells.
