If you have the book, I cannot explain it any more.  However this is how 
I have always timed a baler without any book.  I grew up with oliver 
balers and you had to move the drive chain on the sprockets...  The 
needles start moving toward the chamber when the plunger is on its 
return stroke just after top center of the crank.  If you follow the 
procedure from that, I think you will find your problem.
