This sounds bad.   Do you really have 3-phase power?  Almost no houses do.  If you really have 3 phase you either need a 3 phase generator, or a separate single phase panel for just the things you want on.  

Nearly everyone installs a separate panel anyway.  You need a positive lockout so you can't have generator and utility wires connected at the same time.   

Unless you baddly mis typed what the electrition said, I'm concerened he has no clue how to do this safely.
