I suppose it would be possible that a tractor was shipped without the powerlift could also be shipped without the actual pto shaft as well. The plain cover would need to be installed in  place od the shaft to cover the pto shaft's hole. At any time during the tractor's life, an owner could remove the pto shaft, so even if a tractor showed up without the pto shaft, who knows if it was shipped that way from the factory?


 With the powerlift the pto shaft would be required since the shaft also drives the hydraulic pump for the lift.
