Bruce:

Well, let's see...  Definitely sounds like your ammeter is hooked up
correctly.  So that small discharge you see while engine is running is
the current consumed by the ignition system, and you are running a
"total loss" system - not putting current back in the battery.  This
is easily "fixed" by hooking up some sort of trickle-charger when the
tractor is parked, which I suggest you consider doing until you get
around to chasing down the real problem and correcting it.  Lead-acid
batteries do NOT like to sit around in a state of semi-discharge.  The
plates get coated with sulfate and you permanently lose capacity.

Questions for you:

- define what you mean by "cleaning" the generator vs. "rebuilding"
from your earlier correspondence
- are you comfortable that the newly replaced regulator is connected correctly?
- does the tractor's wiring harness appear to be in generally decent condition?

Hint:  The most likely culprit within the generator is the commutator
and brushes.
