Don - try wrapping the splines with a layer of electrical tape before 
sliding the seals over them.

The lat time I did this I cut up a Pepsi can and wrapped the splines then
coated it with grease but that appears not have worked.  I am wondering if
there is a tool to simplify matters.  The edges of the splines are nice and
square.
