Yep, that is a corn grader alright... :-)
And a fairly nice one to boot. The reason for "grading" corn by size
is for seed corn. Plate type corn planters must have corn of
consistent size and even shape (rounds or flats) in order to plant
evenly. A handful of oversize kernels in a planter hopper will
eventually plug all of the plate holes and block the plate. Then on
the other hand a batch of small kernels will plant too many doubles or
even triples.
