That was the troubling part about the program I was trying to get off my folks computer. It looks "official", as if was part of windows security.

Thanks Farmer. I think I have it stopped. I'm not sure I'm rid of it yet.
Right before I got it stopped 3 pictures of very private areas of a womans
anatomy popped up on my desktop. I deleted and shreaded them. Then with a
little more internet searching I found out that the program is capable of
dialing porn sites. Since I'm on a DSL line that could be a serious and
costly problem. I called the phone company and they didn't see any activity
so I guess I got it in time. Just the same I think I'll take the machine
offline tonight. I generally leave it up and running 24/7.
Probably the reason you couldn't beat it on your grandson's machine is it
had time to bore it's way in. I started trying to beat this one within
minutes of it first appearing and was keeping it beat down until I got it
stopped, at least for now.
If anyone sees a pop up on their screen that looks like a Microsoft Security
Shield warning and it wants you to download a program DO NOT let it do it.
Unplug the modem if you have to. Then find some sort of utility to clean it
up as soon as you can.

I spent about an hour trying to kill it on my 13 year old grandson's
laptop a week or so ago with no luck. My son finally took it to a
computer specialist they know ( many times more current than I am) and
he finally had to wipe the system and reinstall windows from scratch.
Probably not what you wanted to hear...
I do own a smallish and pretty quiet email list on Yahoo groups called
"Cheap Computer" and there are some pretty sharp guys there that will
respond to questions.
For many things I find that if I Google the "thing" I find a number of
places where it is being discussed on various forums.

I frequently Google "odd" phone numbers that we get calls from. Almost
all of them kick out a lot of hits from people complaining about them.
Most are scam attempts. If you park too long at a parking meter you
get a ticket. If you spend 24-7 trying to cheat people you are just
ignored and let have at it.. :-(
