Are you sure you have a good ground at the battery and starter? Take a
voltage reading at the starter and see if you're getting sufficient
voltage when you hit the switch. Disconnect everything at the battery and
the battery ground lug, clean them up and hook them back up. Try
disconnecting the cable at the starter and connecting a new wire from the
battery directly to the starter. This would bypass everything in the
system. If the starter doesn't turn over then it could be a grounding
issue, either at the starter or the battery. Sometimes a little
grease/dirt/crud/rust can prevent a good ground.
If the starters turns over, reattach the starter cable, disconnect the
battery cable, and move the new wire through the system, starting at the
starter and moving back to the battery (disconnecting wires as you go back
towards the battery) to find the point where it quits working when you
touch the new wire to the circuit. You should have isolate the problem at
that point.
