Sounds like the governor has a problem. Check the return springs and the
thrust bearing on the shaft. The weights should move freely and return
with the springs.

To adjust the governor, disconnect the rod between the governor and
carburetor.  Set the throttle to full throttle. Hold the carburetor
butterfly wide open. You should be able to reconnect the rod without
moving anything. If you cannot adjust the length of the rod until it
fits back on.
