I have a machine that does that job for me, Joe - it is called a 
Milwaukee Sawz-All. :-)

Seriously, when I have to deal with rotten tires that are "frozen" on to 
the rims, I run the Sawz-All around the outside of the bead, and they 
are much easier to deal with. That works for bias ply tires but wouldn't 
work for steel belted radials.
