There are at least three clearly different definitions of a tobacco ladder, Paul.  It could be a decorative country thing that is shaped like a ladder and has vines wound through it.  But it could be a welded device for holding the sticks on a wagon.  No gear means no running gear.  Or it could be a patented device for elevating the sticks of tobacco in the barn and transferring them for starage while curing.

Take your pick.
