You're on the right track, Will.  I think it's the same Briggs starter that
I have.  I was able to press the assembly down enough to make room to get a
freshly ground screwdriver in there and start the ring out of its groove.
Was kind of a hassle as I recall but not too bad.

Actually, mine has been off several times.  The $#&@ thing has taken to
eating these nylon gears about once a year.  Can't figure out why, the ring
gear isn't buggered up or anything.  I've wondered if the replacement gears
just aren't very good.  I bought a spare starter pretty cheap on eBay and
keep it ready to swap in as needed.

Removal of clip, when accessible, should be the easy part... presently, I
can't get at it.....

Will, if its set up like the old Delco starters, the cap has a groove 
inside there that holds onto the O/D of the ring. It should just tap 
off. Maybe try using a socket the right diameter. After you get the cap 
off you can get the ring with small snap ring pliers. Try not to stretch 
it too much because you have to pop the cap back on it afterwards. 2 pr 
of small channel lock pliers on each side will squeeze the cap back over 
the ring. Doug T
