Roy, that's a casting code.  See:

12 13 T = Dec 13, 1950.

You say it's on a plate, and I'm sure it appears to be a plate, but in
fact it's cast right in.  The codes changed daily, of course, so they
had to be readily removable and changeable on the casting patterns.
Typically, you might find a plate of some sort which carried the
digits and was held to the pattern with screws.  These features become
part of the casting, right down to the screw heads.
