Sure sounds like a fuel supply issue. Either the filter is clogged or there is dirt in the tank etc.

  Subject: [Farmall] filter or carb?

  I have a 1958 Worthington tractor (unfortunately I sold my '48 H several
years ago) which, after a few months of sitting, now acts like the fuel
filter is clogged. It runs for half a minute, then starves. I think it
acts like a clogged filter; my brother-in-law says it is interaction
between unleaded fuel and the carb's valves. Filters are easier to
  replace than carbs.
  Help appreciated.
