Even with THE book, Charlie, it's not a slam dunk.  Look for the National Electrical Code at Amazon.com.  It ranges from about $65 to $110 per copy depending on the year and whether it's soft or hard cover, but it tells it like it is.  Invest in the tabs for the book as well, that's another $16 or so, but you don't want to work without them.  There have to be nearly a 100 tabs -- one for each major section in the book.  It isn't exactly light bedtime reading.
 
Look for an adult education course on preparation for the Journeyman Electrician's Exam.  That will help you understand what the code book is saying.
