That is an electric cable crimper.  If it works like my Square D one, then that is a great buy.  Mine was $500 new. Never tried one on hydraulic hoses.

Anyone ever tried one of the Hydraulic Crimping tools on ebay? Item Number
140233933160 $99 seems to good to be true.. Crimp sizes are metric but can
one come close to standard American sizes with the metrics?
