Isn't there some kind of law that Police are not allowed to stop vehicles unless
they observe a law being broken or have reasonable cause? With maybe the
exception of border inspection and weigh stations? I'm not advocating violation
of the laws but ...............!   I seem to recall that there has been some
court case rulings about this kind of thing that has put a halt to stopping and
inspecting ALL cars on the road to check for drunk drivers. I'm not sure where
the line needs to drawn. Maybe it is a state by state issue. But somewhere along
the way it turns into harassment.

Yesterday in Minnesota I saw the DOT stopping ALL diesel powered 
licensed vehicles and checking for dyed fuel.  Sign of the times.
