Will,

I can't offer anything about your loader but I have a Freeman on one of my
Fords.  I suspect it has rope packing since one cylinder was leaking badly
when I got it about 10 years ago.  I tightened the 4 bolts holding the
cylinder head on and it hasn't leaked a drop since.  There is a little space
between the head and body so there's room for the head to tighten on the
packing.  Maybe it would work for you as well.
