[Farmall] correct police--decals

 There isn't a shield there on a Cub is it? I know Woods supplied them with 
belly mowers. I can't even imagine anywhere to put it other than the left 
fender or on top of the clutch housing (casting-too rough) unless it went on 
the fuel tank. Anywhere else wouldn't be visible from the operators seat. I 
kind of agree it must have been an afterthought.
