I experimented a bit more.  On my system (XP Professional SP3 
Windows) I can enable or disable the desktop hover box feature in at 
least two ways.  The one I describe originally works but is more 
complicated than necessary.

The hover box feature appears to be toggled via the desktop toolbar 
at the bottom of the screen.  Right clicking on a blank area of the 
toolbar brings up a menu box and turns on the hover box 
feature.   There is no need to select anything from the menu box, 
just left click on a  blank area of the desktop to turn off the menu 
box.  The hover box feature is enabled.  To disable the hover box 
feature,  just left click the toolbar  and it is disabled.

This works on my system.  Hopefully, it will on yours also.  On the 
other hand, Windows has so many variables and options--------  who knows!
