[AT] Ford 3000

I helped a friend buy a Ford 3000 today.  It is a clean tractor with a spritz can paint job but mechanically very sound with a Select-O-Speed.  It does have a lift problem.  The lift goes up and stays at the full up position with no problem.  But when using an implement the arms drift up and down.  What could be the problem?

Also the serial number is C1040645D028.  We are looking for the year.
