Seems like directly over the axle is where I remember seeing them.  Just
been so long since it's "been an issue" (sold my gooseneck about 10 yrs
ago probably).

Others will be more authoritative, but I think the one example I am  
familiar with (factory set up Dodge 350 dual wheel diesel) has the  
hitch directly over the axle.  I can imagine that the location can be  
important,  possibly most important in extremis situations such as  
hard braking.

Maybe you can find mounting instructions for your particular truck.

There is a small truck maintenance company near here.  Quite possibly  
a place like that would know the answer for sure.
