I don't see why your idea would not work, however you would have to be sure 
to match things up so that the ring gear turned the right way to start the 
tractor.  I would suggest using the ring gear off of something like a 350 
Chevy engine that has an automatic transmission, as these ring gears are 
very light weight compared to the flywheel and ring gear off of a tractor. 
One of the reasons I think it would work is because various people have 
bolted them to the feeder house pulley on older combines in order to run the 
feeder house in reverse when it plugs.  Newer combines have the feeder house 
driven by hydraulic motors, which allows them to be reversed simply by 
moving the hydraulic valve.  If this idea works on a combine feeder house, I 
see no reason why it would not work to start your tractor.
