I suspect you would strongly curse when ever you use it, Carl.  The limited swing tells me that they didn't work out the geometry and more expensive linkage to make it swing as far as it needs to.  That is, you can't get 180 degree swing with a simple hydraulic cylinder.  I betcha they cheapened the rest of the backhoe in a similar manner.
