Trucks run on roads maintained by public funds.

Railroads pay for all their track + infrastructure, and then
pay taxes on what they've built. Part of the justification
for track reduction/elimination is to reduce tax liability.

Trucks do pay use taxes, but it is questionable whether
they cover the road wear + damage they cause.
