Are surge brakes necessary?  Check your state laws.
My advice - Even if you plan hauling only a small tractor, there will be
times when you will haul a much heavier load, so get brakes on every wheel
of the trailer (except the spare tire).  And surge bakes have some serious
design limitations, so go with brakes that you can operate both directly
and indirectly through your brake controller.  A little more costly, but
beyond comparison in performance.
