It is the generator that needs polarizing.  But those two terminals on the 
regulate are the most convient place to do it.  You are actually momentarily 
applying battery voltage to the generator armature to set up the residual 
magnetic field in the generator so it will charge with the correct polarity.

i was thinking it was the voltage regulator that required polarizing but may
be wrong - probably a good idesa in any case.
