Ditto here, Bob.  The same brand may vary $ .30 in half that many miles.  The distribution network here is known as the Gasoline Dealers Association.  Sure seems more like a price fixing union from a consumer point of view.  Most of the price cutting in the Rochester area start with BJ'S wholesale, Sam's Club and as you mention, Kwik Fill trying to stay in the game. Hess in that area will be a nickel higher. That all happens only within a 3-4 mile radius.
