  Ed, For sure, our currency is "Legal Tender" compared to "checks" etc. 
which are in a way similar to a promissory note i.e. a kind of implied 
promise that if its presented to the bank they will cash it and give you the 
greenbacks. Although cash is "legal tender" between the Buyer and Seller, E 
Bay is still the middle man/agent and are providing a service for 
compensation so they can set their ground rules unfortunately.
