Below I have cut and pasted information from ebay.  One section tells that
you can collect actual shipping cost.  The other says that the tractor
section is going to be exempt from the new payment rules.


Limits on shipping and handling charges for some categories: 

Starting in October, limits on shipping and handling charges will be in
effect for select categories. These maximums apply to the first flat-rate
shipping service within or into the U.S. Sellers are required to offer at
least one shipping option within the maximum and may also offer other
options above the maximums for expedited or international shipping. Sellers
can still use the shipping calculator to charge actual costs at or below the
maximums or if their listings are not standard-e.g., if you're selling an
unusual large/ or heavy item, or a bundle-you can also use the shipping
calculator to charge actual costs. See FAQs for more details



Checks and money orders no longer allowed 

What's changing with payments on eBay?

Are there any categories excluded from these payment requirements?
Vehicles (Motors), capital equipment (Business & Industrial), Mature
Audiences and Real Estate will be excluded from the new payment
requirements. Specifically, the following categories will be excluded:

someone might have  said this---since I've been off for   days...  but    I

think  that  by law they  must take cash....  I think its even printed on
the 
currency that it is  good for  ALL  Debts...   I isnt a lawyer  so take it  
for what its worth...
