so you can just rivet on new disc material there predrilled and counter

A couple of years ago I replaced the brake disks and bands along with the
seals on a friends Case 380CK.  Now two years later they are once again oil
soaked.   

 

Can those disks and band be relined and where would be a good place to get
it done?  $500 a disk from Case is a bit steep.

 

Is there a way to move the seal out a bit to a new surface or otherwise keep
the same problem from happening?
