Ken,

Gals who are hooked on house / patio plants would buy those up like crazy to set a flower pot or two into.   They look llike a toy so they would hit a soft spot in Mom's or Grandma's heart.   I am guessing your neighbor wants to make something for the little ones, and for friends and family, that is fine. For market, there is a reduced chance of a law suit over a wood sliver in a flower pot.. 

Just my $ .02.
