Follow the governor rod from the throttle lever down under the hood and
along the side of the engine. You will find a couple of pivot points that
can freeze from corrosion. A liberal application of penetrating oil and
some judicious application of a little pressure should free it up. Also
check the rockshaft that goes across the front of the engine block and make
sure that linkage is free as well. If it is not in the linkage, you will
have to disassemble and clean the governor. If you need to do that, bring
number 1 cly. up on TDC before disassembly. The governor is timed to the
engine and the distributor is timed to the governor so it is easy to get
them out of time.
