Yes it was.  Same way on the Super A. It was never run on distillate or
kerosene though so the lower petcock was the "add" mark, and the upper
was the "full" mark for us.  If oil won't drip from the bottom, you know
it is time to add some.

Don't have an owners manual handy to verify but when running on
distillate, 
wasn't the purpose of the lower draincock on the oil pan to drain off
the 
diluted oil every morning and then refill to the top one?
