Tractor and disc harrow would be my choice!
If you really want to make stuff grow, look into the soil samples. That will
give some direction. You'll probably need your extension agent or an
agronomist to help interpret your results and devise a plan.
You mentioned you had about 25 acres. Some municipalities will put out
sewage on your land free of charge. Of course this is dependent on your
proximity to suburban areas and where the runoff water from your place goes.
Here they do all the soil sampling for you. Unfortunately we are in the
wrong watershed.
